There are certain criterias set by the film festival authorities. To get your films selected at Cannes, you need to first follow those set of criterias.
First of all, the film must be completed within the 12 months preceding the festival.


Second, the film cannot have been commercially shown outside its home country or screened at another international film festival.


Third,  If your film is chosen for the main Competition section, it must be theatrically released in France.


Finally, your film cannot have been broadcast online or released on DVD prior to the screenings.


The selection process strictly adheres to these set of criterias.


Fill out the online entry form.


Upload your film online. For feature films, a physical copy may also be required.


Remember, the selection committee chooses the films. There is no guarantee of selection, and the competition is fierce.


And to answer your final question, the filmmakers do not surrender their screening rights, automatically. If your film has been officially selected then the authorities will negotiate the terms of screening, with you.
