Seerkatchi Packil Pandian Bhaskaran is the Founder and Festival Director of "Chennai World Film Festival".

He is called "World Cinema Bhaskaran" by his friends and people from the film industry.

He has been producing and directing TV commercials since 1985.

From the year 2000, He got engaged and developed a keen interest in World Cinema, subsequently starting complete research on it.

He continued to watch world cinema, got inspired, and always talked and wrote about it.

He used to travel to film festivals like "International Film Festival of India, Goa, "International Film Festival of Kerala, "Chennai International Film Festival", " Bengaluru International Film Festival", watching films and introducing them to fellow Cinema Lovers and Media.

He started "Kovai Film Society" in Coimbatore, Tamil Nadu, and screened two world cinemas a week from 2016 onwards. Subsequently, he successfully launched the "Coimbatore International Children's Film Festival" and "Coimbatore Indian Children's Film Festival".
